Title (Project Name): Magellan Parkway Project

Description: The Henrico County Department of Transportation (the applicant) submitted a federal consistency certification (FCC) for Phases 2 and 3 of its Magellan Parkway Project in Henrico County, Virginia. The first phase of the project, which has been permitted and is currently in progress, involved the construction of Magellan Parkway west of I-95, running from Brook Road (US-1) to Edgewood Farms Drive. The last two phases of the project will extend Phase 1 of the Magellan Parkway from the Retreat at One development complex on Brook Road to Windsor Office Park in an area that lacks direct east-to-west throughways across I-95. The road design is a four-lane divided parkway with a raised median, curb and gutter and a 10’ shared-use path with a maximum design speed of 35 miles per hour. An existing office park and road system border the overall project area to the east and will be connected to Magellan Parkway Phase 3. Several public and private developments in the area are also in progress or underway. The applicant has submitted a Joint Permit Application with the U.S. Army Corps of Engineers (USACE). Therefore, an FCC was submitted to DEQ. The proposed activity is subject to review for consistency with the enforceable policies of the Virginia Coastal Zone Management Program.

DEQ accepts comments from the public by email or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. The public may review the project documents at DEQ’s central office in Richmond.
