Three regulatory boards composed of Virginia citizens appointed by the Governor, are responsible for adopting many of Virginia's environmental regulations. DEQ administers the regulations as approved by the boards. The boards are the:

  • State Air Pollution Control Board
  • State Water Control Board
  • Virginia Waste Management Board

The boards have statutory authority to promulgate regulations. Before promulgating regulations required by environmental statutes, the boards seek information from the public, the regulated community and advisory committees.

Regulations and Guidance Documents

Regulatory actions and guidance documents are posted on the Virginia Regulatory Town Hall website as they become available. Once on the site you may choose the air, water or waste board, or DEQ. On the board or department page you will then be able to look at all the regulations or click on a tab to go directly to the pages for guidance documents, meetings or general notices.
