Chesterfield Power Station Project Summary – Chesterfield Energy Reliability Center (CERC) Project

In January 2018, Dominion Energy (Dominion) stopped using their two coal-fired boilers #3 and #4 and shut them down on March 31, 2019. Coal boilers #5 and #6 were shut down on May 31, 2023.  The facility no longer combusts coal in any units.

DEQ received a revised Prevention of Significant Deterioration (PSD) permit application for the CERC project on August 1, 2023. Dominion is seeking a PSD permit for a simple-cycle electrical generating station to be located next to the Chesterfield Power Station.  Dominion states the purpose of this project is to “support the clean energy transition while optimizing reliability and economics” for their system customers.

Proposed equipment:

  • Four 250 MW simple-cycle combustion turbines, capable of combusting natural gas, natural gas with hydrogen (up to 10%), and low sulfur #2 distillate fuel oil.
  • Six 3,500 kW black start generators firing ULSD.
  • One diesel firewater pump
  • Several circuit breakers, using SF6 as an insulating gas.
  • Eight fixed-roof fuel oil storage tanks (one 12 million gallons, one 500 gallons and six 3,500 gallons)
  • Fugitive emissions from piping components

The facility is already considered a major source of HAP emissions. The proposed HAP emissions from this project: Maximum individual HAP, 4.51 tons of formaldehyde, Total HAP: 10.05 tons.

Proposed permitting timeline: 

  • Submit revised air permit application - July 2023
  • Informational briefing anticipated - 4th quarter 2023
  • Public comment period and hearing - anticipated 3rd or 4th quarter 2024
  • Receive initial permit - anticipated 1st quarter 2025
  • Begin construction and start up the facility - anticipated by 3rd quarter 2027
