DEQ's Pollution Response Program (PREP) responds to pollution incidents that may impact air, land and water to protect human health and the environment.

PREP staff work directly with responsible parties, local emergency response agencies, and other state and federal agencies to provide oversight and support on response actions. Oil spills, fish kills, and hazardous materials releases are examples of incidents that often directly involve the DEQ PREP Program. 

Report Pollution

Citizens and regulated entities may report pollution incidents by submitting a report online or by contacting a regional office.  

Emergencies 

If you observe a significant pollution incident that presents an imminent threat to human health or the environment, report the pollution incident to the local 911 and to the Virginia Emergency Operations Center at 1-800-468-8892.  Do not use the online reporting tool. 

Traffic Incident Management

Traffic incidents in Virginia often involve the release or discharge of vehicle fluids, such as diesel or gasoline fuel, motor oil, antifreeze, etc. Under state laws and regulations, certain notification, cleanup and reporting requirements apply to the release or discharge of vehicle fluids. The Motor Vehicle Fluids Management Fact Sheet outlines the basic requirements for motor carriers, and others who may assist with the removal of vehicle fluids, and includes references to additional resources. This factsheet does not provide information related to releases of oil or hazmat cargo. If the vehicle incident involves the release or potential release of cargo containing oil or hazmat, immediately notify the Virginia Emergency Operations Center and request state assistance.
