Route 311/Berry Hill Road; VWPP 24-4024: Pittsylvania County

Notice Purpose: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to wetlands, stream channel, and open water in Pittsylvania County, Virginia.

Public comment period: November 20, - December 21, 2024.

Project description: The applicant has applied for a new individual permit for the proposed Route 311/Berry Hill Road Widening project. The project is located at Route 311/Berry Hill Road from the intersection of the new Connector Road to the Route 311/Oak Hill Road intersection in Pittsylvania County, Virginia.  The purpose of this project is to reconfigure Berry Hill Road as an extension of the Berry Hill Road Connector by widening the road from existing two (2) lanes to four (4) lanes for approximately 2.3 miles. The existing water main will be relocated within the new right-of-way.  The project is proposed to be advertised in May 2025. Construction is anticipated begin in the fall of 2025 with a projected construction period of two (2) years to complete. Tree removal may be undertaken before full project construction begins. The proposed project would permanently affect a total of 0.28-acre of wetlands (forested, scrub-shrub, and emergent) and 1,285 linear feet of streams (perennial, intermittent, and ephemeral).  The project would also result in conversion of 0.07-acre of forested wetlands and 0.01-acre of scrub-shrub wetlands to emergent wetlands.  The activities proposed in the permit will affect Trotters Creek, unnamed tributaries (UNTs) of Trotters Creek, McGuff Creek, and UNT of McGuff Creek.  All projected activities are located in the Roanoke River Basin.  To compensate for the surface waters affected, the applicant will purchase 0.55 wetland mitigation credits and 1,313 USM stream credits from an approved DEQ mitigation bank.  A time-of-year restriction for tree clearing activities, per coordination with USFWS, has been included as a special condition within the permit for the protection of Federally-proposed/State-endangered tri-colored bat.  Tree clearing shall not be occur between 15 May and 31 July of any year.
