Purpose of Notice: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to stream channel in Albemarle County, Virginia.

Public comment period: November 16, 2024 - December 16, 2024.

Applicant: Great Eastern Management Company; 2619 Hydraulic Road, Charlottesville, VA 22905.

Project Description: The applicant has applied for a modified permit for the North Pointe project. The project is located northeast of the intersection of US Route 29 and Route 649 in Albemarle County, Virginia. The proposed activity is to construct a mixed use residential and commercial community on a 268- acre parcel. The modification to the permit would authorize additional surface water impacts associated with the construction of the commercial phase of the project on the northwest portion of the project area. The proposed activity would affect 3,737 linear feet of stream channel. The proposed activity would affect Flat Branch and its tributaries in the James River watershed.  To compensate for the surface waters affected, the applicant would purchase 3,800 USM stream mitigation credits. DEQ’s tentative decision is to issue the permit modification.
