Public Notice – Environmental Permit

Notice Purpose: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to surface waters, wetlands, and open water in Buckingham County, Virginia.
Public Comment Period: November 20, 2024 – December 23, 2024
Permit Name: Virginia Water Protection Permit issued by DEQ pursuant to applicable water laws and regulations.

Project Description: The applicant has applied for a reissuance and modification of a permit for the Kyanite Mining Willis Mountain project. The project is located approximately 4.3 miles southeast of the intersection of Route 60 (East James Anderson Highway) and Route 15 (South James Madison Highway) in Buckingham County, Virginia. The proposed activity is the continued operation of the existing Ski Pond water withdrawal permit, modified to include additional withdrawals up to 500 gallons per minute of surface water from the proposed Chesapeake Pond intake. The proposed activity would affect no more than 0.007 acre of permanent wetland and open water impacts. The proposed activity would affect Whispering Creek in the Middle James watershed. DEQ’s tentative decision is to issue the permit.
