Implementation Planning

Typically following the United States Environmental Protection Agency's approval of a Total Maximum Daily Load, an Implementation Plan (IP) is developed. Although not a federal requirement, Virginia state law (§62.1-44.19:4 through 19:8 of the Code of Virginia, also known as WQMIRA) does require the development of an IP. IPs are not necessarily pollutant-specific and should be designed to address multiple water quality problems within a waterbody or TMDLs in a watershed. Local or state agencies as well as community watershed groups can take the lead in developing IPs. Interested in developing an implementation plan? Check out our Guidance Manual.

Since inception of the Nonpoint Source Management Program in Virginia, 95 IPs have been completed addressing bacteria, sediment, and nutrients covering 588 impaired stream segments. Implementation plan reports (technical and public) can be found on our Approved Implementation Plans page.

Upon development of Approved Implementation Plans, Virginia may provide funding for implementation of these plans. Progress reports for current and past implementation projects can be found on our Implementation Projects page.
