The Virginia Pollution Abatement (VPA) permit regulation was developed to protect water quality (surface water and groundwater) and human health. The VPA Permit program covers various activities, such as the treatment, storage and land application of biosolids (treated sewage sludge), municipal wastewater, industrial wastes (residuals and wastewater) and animal wastes (manure and litter from livestock and poultry). Reclamation and reuse of municipal and industrial wastewater may be authorized by a Virginia Pollutant Discharge Elimination System (VPDES) or VPA permit. There are a wide variety of pre-approved urban, agricultural, construction, and industrial reuses of reclaimed municipal wastewater. Other reuses of reclaimed wastewater may be approved on a case-by-case basis. 

A VPA permit may be issued by DEQ whenever an owner handles waste and wastewater in a manner that does not involve a point-source discharge to state waters. Activities with a point-source discharge require a VPDES permit.
