DEQ promotes the responsible management of electronics waste in accordance with federal and state regulations. The U.S. Environmental Protection Agency has initiated a number of programs and promotions to raise public awareness on the need to properly manage reuse, re-manufacturing or recycling systems instead of disposing of these materials.

Improperly managed electronic materials may release hazardous materials -- such as lead, mercury and hexavalent chromium -- into the environment. Many manufacturers have set up take-back programs or funded regional collection programs to facilitate the recovery and proper management of their products.

A number of ongoing electronics recycling collection events have been established by Virginia localities. For information about electronics recycling options in your community, contact your local recycling program manager. 

Virginia's Computer Recovery and Recycling Act

Legislation requires a computer manufacturer that manufactures or manufactured computer equipment in excess of 500 units which was sold (or offered for sale) in Virginia under its brand or license to implement a recovery/recycling plan for those computers at no charge to the consumer.

Each manufacturer must have its recovery plan on file with DEQ in order to sell its products in Virginia. If a manufacturer's recovery plan is not in place (and on file with DEQ), the manufacturer's computers cannot be sold in the state.

The Computer Manufacturer Registration Form is available for download and submission to DEQ.

Manufacturers have notified DEQ of a qualified plan posted on their websites: Many of the manufacturers have mail-in programs available at no cost to the consumer.
