The Virginia Chesapeake Bay Program is an ongoing water quality monitoring program initially implemented by the Commonwealth of Virginia and its contractors in the summer of 1988 as one component of the overall federal-interstate Chesapeake Bay Monitoring Program operating Bay-wide. The 2014 Chesapeake Bay Watershed Agreement (available on the Chesapeake Bay Program website) establishes two priority outcomes for Chesapeake Bay water quality standards attainment and monitoring:

  • Continually improve the capacity to monitor and assess the effects of management actions being undertaken to implement the Bay Total Maximum Daily Load (TMDL) and improve water quality.
  • Use the monitoring results to report annually to the public on progress made in attaining established Bay water quality standards and trends in reducing nutrients and sediment in the watershed.

In Virginia, monitoring is conducted by DEQ, Old Dominion University (ODU), the U.S. Geological Survey (USGS) and the Virginia Institute of Marine Science (VIMS) following strict procedural guidelines to ensure data quality. DEQ provides program management, oversight, and coordination for the Virginia component of the Chesapeake Bay Monitoring Program. Data collected by partners under the 117(e) Chesapeake Bay Monitoring Grant are regularly submitted to the Bay Program to ensure goals of the program are met.

Virginia’s Chesapeake Bay Monitoring Program includes these subprograms:

  • Mainstem Water Quality Monitoring Program (conducted by ODU)
  • Non-Tidal Trend Network Monitoring (conducted by USGS and DEQ regional offices) and River Input Monitoring Program (conducted by USGS)
  • Tributary Water Quality Monitoring Program (conducted by DEQ regional offices)
  • Shallow Water Habitat Monitoring Program (conducted by VIMS)
  • Living Resources Monitoring, which includes benthic and phytoplankton monitoring (conducted by ODU) 

DEQ's standard operating procedures and quality assurance project plans, developed in accordance with the Chesapeake Bay Program’s procedures, are reviewed annually and are available in the resources box on the right of the page.
